ATTY. PEDRO H. MANIEGO JR.
Lead Independent Director
Atty. Pedro H. Maniego, Jr. has been an Independent Director of RASLAG since April 2021. He is a Fellow (since 2007), Chairman (2024), and former Trustee (2015-2024) of the Institute of Corporate Directors. He currently serves as the Senior Policy Advisor of the Institute for Climate and Sustainable Cities, Chairman Emeritus of the Energy Lawyers Association of the Philippines, Trustee of the Justice Reform Initiative, and Lead Independent Director of RASLAG Corp. He was an Independent Director of Armscor Global Defense, Inc. from 2018 to 2025.
Pete was also Chairman of the National Renewable Energy Board (“NREB”) from September 2010 to June 2016, where he led the effective implementation of the Renewable Energy Act of 2008. Under his leadership, the NREB has initiated and guided the approval of key policy and regulatory frameworks, including Feed-In Tariff rates, Renewable Energy Payment Agreement and Service Agreement, FIT-Allowance mechanisms, and Net Metering standards and pricing methodology in coordination with the Energy Regulatory Commission. As NREB Chair, he also oversaw the development and submission of mechanisms for the Renewable Portfolio Standards and the Green Energy Option Program to the Department of Energy. In line with the mandate, the NREB updated the National Renewable Energy Program to restore the share of renewable energy in the power mix to at least 35% by 2030, consistent with the Philippines’ commitments under the Paris Agreement. During his tenure, approximately, 2,000 MW of renewable energy capacity were installed despite strong resistance from many sectors due to the high cost of RE sources at the time.
An advocate of sustainable development, Pete brings over five decades of leadership experience across the energy, metals, beverage, semiconductor, IT, munitions, construction, and venture capital sectors, as well as academia. His career spans roles as President and CEO of PNOC Renewables Corporation; Executive Vice President and COO of Asean Fabricators, Inc.; Vice President of Bancom Philippine Holdings, Inc.; EVP and General Manager of and Arms Corporation of the Philippines; Vice President of MESCO Inc.; and Market Development Manager at the Coca-Cola Export Corporation. He has also served as consultant to the Asian Development Bank, the International Labour Organization, PCF Capital Ventures, PNOC, Climate Change Commission and various multinational and domestic firms.
In academia, he was a professor at the University of the Philippines College of Engineering and a lecturer at the Ateneo School of Government and in corporate governance programs of the Institute of the Corporate Directors. He served as Chairman (2016-2017) and continues as Adviser (since 2018) of the UP Engineering Research Development Foundation, Inc. He has completed 14 specialized courses – with grades of Excellent – on renewable energy development, climate finance, green banking, and energy transformation at the Renewables Academy AG of Germany. He is also a certified Graduate of the Palladium Kaplan-Norton Balanced Scorecard program and a Climate Reality Leader trained under Nobel Laureate AI Gore.
His academic background is multidisciplinary. He holds a B.S. in Industrial Engineering and a Juris Doctor degrees from the University of the Philippines, and has pursued advanced studies in management, economics, and engineering at the Asian Institute of Management, University of the Philippines, University of Asia and the Pacific, the Federation of Korean Industries, and Carl Duisberg Gesellschaft in Germany. In 2011, he received the UP Alumni Engineers Award for Service to Industry.
A member of the Philippine Bar and the Management Association of the Philippines, he has held leadership roles in various alumni organizations, including Chair of UP Barkada, Inc., the President of the UPIE Alumni Association, and President of the Beta Epsilon Alumni Association. He is a frequent speaker, resource person, and columnist on renewable energy, sustainable development, and corporate governance in the Philippines and internationally.
